中國大陸帶路倡議在大洋洲的區域影響
China’s Belt and Road Initiative and Its Regional Effects on Oceania

本文以2022年5月26日中國大陸外交部長王毅出訪太平洋島國期間欲
簽訂一份廣泛貿易安全協議為例,運用社會建構主義來看中國大陸《帶路
倡議》(The Belt and Road Initiative)的現階段政策效果。中國大陸在推
行外交政策時,認為互動有助於化解彼此的認知差異,並會轉化認同,
且互動過程也會有效增進雙方對彼此的理解度,進而建立共有知識群,這
過程會反映出中國大陸自我認同與價值觀。有鑑於此,本文一部分將探討
社會建構主義的發展、爭議及分析模式,另一部分將以大洋洲區域援助結
構與中國大陸認知來做為觀察切入點。而其中援助結構包含澳洲、紐西蘭
及美國等國在經濟、文化層面長期影響下,中國大陸現階段透過《帶路倡
議》大量物質資源介入能否改變大洋洲區域援助結構,還是會形成區域內
的大國競爭情況愈加強烈。最後,對中國大陸《帶路倡議》在大洋洲區域
發展提出評估及展望。
The visit by China’s Minister of Foreign Affairs, Wang Yi, to Pacific Island
countries on May 26, 2022, during which he intended to sign a comprehensive
trade security agreement, was investigated in this study. The present study
applied social constructivism to examine the current policy effects of China’s
Belt and Road Initiative. In implementing its foreign policy, China believes
that interaction helps to resolve cognitive differences, transform identities,
and effectively enhance mutual understanding, thereby establishing clusters
of shared knowledge. This process reflects China’s self-identity and values. In
light of this, a part of this study explored the development, controversies, and
analytical models of social constructivism. Another part used the regional aid
structure in Oceania and China’s perception as analytical entry points. The aid
structure includes the long-term economic and cultural influence of countries
such as Australia, New Zealand, and the United States. This study examined
whether China’s current introduction of large-scale material resources through
the Belt and Road Initiative could alter the regional aid structure in Oceania, or
whether it would instead intensify great power competition within the region.
Finally, this study provided an assessment and outlook on the development of
China’s Belt and Road Initiative in Oceania.
